Subject: cygwin or MinGW headers?

Hi all,
are the following lib-files (found in /lib) mingw or cygwin libraries?
libuser32.a
libkernel32.a
libadvapi32.a
libshell32.a
If they are cygwin/mingw: Are there any mingw/cygwin correspondants?

Thanks
Tilman
