It's part of the texinfo distribution (which setup will install for
you).  /usr/bin/texi2dvi.  However, texi2dvi is a shell script which
calls (among other things) tex.exe.  THAT program/package is NOT part of
the standard cygwin package and I don't know if anyone has ported it.
