I get the same w/bash or cygwin.dll

I typically have cygipc running running (no window) and squid (backgrounded
from a bash window.) So I cannot setup in one step when bash is being
updated. I'm always following the steps -
download
close bash
kill cygipc
shutdown squid
now install :]
