I'm in favor of doing this now.  Why not?  I can't imagine anyone
truly depends on it, given the number of mirrors we have.  You'll have
to make special arrangements (e.g. http) for the snapshots page.

I think Cygwin mirrors currently suffer because of the existing ftp
user limit.  They can't get through either!

Just my 2p.
