Hi,
on  http://www.xraylith.wisc.edu/~khan/software/gnu-win32/mno-cygwin-howto.txt
you'll find a preety good mno-cygwin howto which also provides an explanation,
why cygwin doesn't contain the mingw libs and provides a source for
downlowding eg. libstdc++ and others, too
