I thought perhaps people would want to know why 'unexpected and
unpredictable' results may occur when using WinZip. By default, Winzip does
what it calls 'smart cr/lf conversion' on text files. That means that when
Winzip decompresses and unpacks the tar.gz file, it will convert \n (unix
style line endings) to \r\n (dos style line endings). Turning off this
option will solve that problem at least. Under the current Winzip 8, the
option can be found under Options->Configuration..., and the "Miscellaneous"
tab.
As many other people have pointed out though, using setup.exe is the
correct route to go, as it sets up mount points and whatnot for you.

cheers,
-Matt Smith
