Well, I'm stumped. Please try the following, but I'm not confident they
will 'fix' it:
1) use a different server. Try
export CVSROOT=:pserver:anoncvs AT anoncvs DOT cygnus DOT com:/cvs/src
cvs login <use 'anoncvs' as password>
cvs co naked-intl <very small; shouldn't take too long>
Works? Then your problem is the server at 192.168.10.220
Doesn't work? Try
2) install cvs-1.11.0 test release
(http://cygutils.netpedia.net/V1.1/test/cvs-1.11.0-1.tar.gz)
try your 192.168.10.220 repository....
Works? Then the problem was cvs-1.10.8
Doesn't work? Try
3) do step #1 above, again, but this time with cvs-1.11.
Works? Then the problem was cvs-1.10.8 + your local server.
Doesn't work? .... ????????

P.S. What version of cvs is running on 192.168.10.220? What platform is
that machine?
