usr-local-3.tar.bz2 is the gigantic tarball of useful utilities from
http://cygutils.netpedia.net/V1.1/

The problem is probably that you do not have perl installed; automake
depends on perl.  You can get perl at
http://cygutils.netpedia.net/V1.1/perl-5.6.0/
