If you really want to set up a bug reporting program then why not use
something such as the http://samba.anu.edu.au/jitterbug/ program?
Then we can just add an entry in the FAQ for this and a line in
/etc/profile saying "echo Read the FAQ loacted in directory..."
and "echo Report bugs at http://...".
