Feel free to 
  (a) incorporate code from putclip.c
(http://cygutils.netpedia.net/misc.tar.gz) to handle the 'save to
clipboard' function, or 

  (b) add write support to the readonly /dev/clipboard that was recently
added to cygwin (then you could just write to the 'file' /dev/clipboard
as well as a 'real' file.
