You have to care that the directory containing cygwin1.dll (usually C:\cygwin\bin) is in the Windows environment variable $PATH (or %PATH%) when started from cmd or GUI. Another way is to cd to C:\cygwin\bin before starting the application. This is a way to start via shortcut.
