After much hair pulling (which I can ill afford) I tracked this down to
one of those "How can cygwin even work at all?" kind of bugs.  This was
a real problem with sending signals.  I actually thought that I'd fixed
it already but apparently I hadn't.

Anyway, I've checked in a fix for this.  It may also make other stuff,
like the bash exit problem, work better but the performance hit is still
there.  I'm still working on that.
