The codepage 850 is for West European locales. It seems only natural to me that you have to follow the manner of West European keyboards. Anyway, the console device of Cygwin DLL 1.1.4 (or later) mutually translates characters between the default OEM and ANSI codepages. It can't work properly other codepages than the default.
