Presumably you got the perl rpm from either <http://cygwin-rpm.sourceforge.net/> or <http://cygwin.cjb.net/>. At the bottom of each of those pages is a 'mailto' link for contacting the maintainer <rebum AT cygwin DOT cjb DOT net> of those rpm packages. The maintainer would seem to be the best qualified source of expertise on those packages. Did you try the instructions for just expanding the rpm using the rpm browser? Alternatively, there is an easy-to-install version of Perl-5.6.0 at ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/ [in] porters/Wilson_Charles_S/V1.1/perl-5.6.0 Perhaps you could try that.
