I think this may already be in the setup todo list.. I suggested an easy
mechanism (include setup.exe in the setup.ini and then warn if setup is
unable to handle the download requirements .. ie a minor version as opposed
to a point version has changed)
..or even easier. in setup.ini include a minimum setup.exe version
requirement.
