Great news!  So my earlier suggestion stands to good effect.  Unofficial Cygwin
packages should install in --prefix=/usr/local/packages.x.x.x.  Official Cygwin
packages should install in --prefix=/usr.  No need to prefix, suffix or munge
the names.
