Please don't ask me questions like this personally, I don't have time.
I'm just a volunteer.  Have you studied the various resources at
<http://sources.redhat.com/cygwin/> and reviewed the mailing list
archive?

Generically refers to the "lastest net release", which is comprised of
many packages, basically whatever the new setup.exe program installs
for you.  It's after the 1.0 (CD-ROM) release.

The current latest version of cygwin1.dll, contained in the
'latest/cygwin' package.  You just need to update what's changed,
setup.exe will do this for you.

I would like to tell you to "read the FAQ" about the above, but
unfortunately that information is lacking.  Hopefully we can add
something soon.

Just get everything setup.exe offers, it should all work together.  If
it doesn't, report it and it may get fixed.

Sorry, this isn't clear to me.  ncftp is the only way to access the
mirror sites, or ncftp is the only app that works with Cygwin?

No version is "frozen"!  It may be that some package may never need to
be fixed or updated.  (Or may need it, but it doesn't get done...)

Should be clear now.

If you stay up-to-date with setup.exe, it should all work together.
If it doesn't, and it's a bug, then report it.  Maybe it'll get fixed.

I don't know anything about rpm.  I don't see it here.  Did setup.exe
install that for you?  If not, you'll need to get help from whereever
you got rpm.

Hope this helps.  If I got something wrong then maybe someone else on
the list can correct me.
