As the cygwin population grows, we're going to run into non-English
speaking people more often. We have lots of non-English-speaking
people on the DJGPP list, and we've had good luck getting non-English
responses to them. The rule we use there is:

Don't tell people not to post in their native languages.

People who don't post in English usually realize that the chances of
getting a reply are less, but perhaps they don't know English? I say
let them post in their language if they need to, and if someone can
help them in their language, OK.
