Setup can't distinguish between these two packages:
  currently installed: openssh-2.1.1p4-2
  trying to install:   openssh-2.1.1p4-3

I put the new package in an empty directory with setup.exe, and ran
setup (install from current directory). I got the following "Selection
Dialog"

Current         New              Package
---------      --------          -----------
2.1.1p4-3  ->   Keep             openssh

(That's *not* the current version; I verified by checking
/etc/setup/installed.db myself). Clicking on the '->' has no effect. I
can't install the new package without deleting the openssh-2.1.1p4-2
line in installed.db.
