Hmmm. I guess it ignores those vars; I thought it used them. Try creating /tmp first. If that doesn't stop the error message, then create a /tmp off of your cygwin install dir. The setup program creates this dir automatically. Did something go wrong in your install to cause it not to? Maybe you should just clear/uninstall Cygwin and rerun setup to get it all correct.
