But that is described in inetutils-1.3.2.README. Anyway, if you
use LocalSystem for your service, all user rights are implicitely
given.

You did see the announcements regarding openssh in this mailing list?

Aaaarg! Don't do this! Add the path to cygwin1.dll to the PATH
variable in the system environment and reboot.

As it's described in the documentation: Never ever use two cygwin1.dlls
on the same box parallel! Dubious side-effects may occur!
