Using this, Charles Wilson's latest CVS package and a 
locally compiled Cygwin-1.1.3 allowed me to connect 
to the secure CVS repositories at sourceforge with my 
Win98 box on the first try.

All I needed to do was 

untar the distribution
run the /usr/local/bin/ssh-config script

restart Cygwin
export CVS_RSH=ssh
and launch cvs
