Your complaint is patently false. I waited until at least two of the
mirrors mentioned in my announcements, 

ftp://gd.tuwien.ac.at/gnu/cygwin/ (Austria)
http://programming.ccp14.ac.uk/ftp-mirror/programming/cygwin/pub/cygwin/
   (UK)

had been populated BEFORE sending the announcement. I even removed the
ftp: UK link that had been mentioned in other announcements because it
seems to have gone offline. Granted, the US link

ftp://ftp.sunsite.utk.edu/pub/cygwin/ (US)

had not been populated, but it was almost 2am in the Eastern US; I
figured most cygwin users in the US were asleep -- and that the mirror
would populate itself before they woke up. As it happens, the US link
*did* populate itself around 3am Eastern Daylight Time.

Most mirrors update themselves during the early morning hours *their
local time*. If you *happen* to find a site that has not yet updated
itself, wait a few hours. I try to send the announcements as early as
possible because the main cygwin site has been changed -- and I want to
avoid the inevitable questions that arise when a new package is released
and some early-adopter gets the new package directly from sourceware.
Most people do assume that if a package has not yet appeared on their
favorite mirror, that it will appear there very soon -- and they do not
spam the list with yet another precipitous complaint about mirrors.
