Yes, I tried modifying the .bat file.  Setting CYGWIN in the environment
should be equivalent, no?  Neither approach works.  FYI, I installed a
completely fresh version of cygwin yesterday on a new machine.

Any other suggestions?

This *must be* set prior to invoking the cygwin process.  Therefore modify
the
cygwin.bat file and use it to start the process.
