Hmmm, could be a bug then.  It's *supposed* to use HKLU when it does
"all users".

*If* mkpasswd is sensitive to the current user, which was what I was
responding to, *then* it should be fixed.  I manually edit my
/etc/passwd file, so I wouldn't know.
