Cygwin 1.1.2 under Windows 2000

Calling getpwnam("xxx") where "xxx" is a non-existent user returns the
password structure for user "administrator".  I would have expected it
to return a NULL structure indicating that the user does not exist in
the password file.

Is the cited behavior a bug or a feature?
