'vi' is in latest/vim
'cat' is in latest/textutils

'emacs' is not in cygwin.  Look up "ntemacs" in www.google.com, or
look for xemacs, which compiles under cygwin.

'more' isn't in cygwin, but 'less' is (latest/less).
