I Tried to use setup.exe to upgrade gdb and tcltk using the following
arguments:

E:\CYGNUS\upgrade>setup-1_45_2_3.exe -u gdb tcltk

I choose internet install, and choose the mirror site but everything is
skipped.
Am I doing something wrong?

Connecting to sourceware.cygnus.com...Done.
Skipped download of gdb-20000610.tar.gz
Skipped download of tcltk-20000610.tar.gz
Creating the uninstall file...Done.

Installation took 37 seconds.
