To all those who are interested:

ftp://ftp.epicsol.org/pub/ircii/EPIC4-BETA/epic4-2000.tar.gz

will build out of the box on cygwin 1.1.2.  This is the 'EPIC' ircII client.
It seems to have some problems if you feed it a bogus server, but if you
feed it a good server it will work reasonably well.

ftp://ftp.yars.free.net/pub/software/unix/net/ftp/client/lftp/lftp-2.2.3.tar
.gz

will also build out of the box.  lftp is a great ftp client worth checking
out if you haven't yet.
