How would I link to a VC++ or Borland C++ made DLL?

Will this work?

I want to build a program, but it requires PThread which Gnu can't compile 
correctly as I understand it.  (It requires rentrancy).

A DLL for the pthreads exists as a VC++ built DLL.

This is what I would like to link to.
