At least you may use Windows functionality:

cmd /c title "My Window"

Subject: Programmatically set window title

Is there any command (or function) that can be used to set window title?
I normally set window title under X11 to combination if user, host and
$PWD and would like to do the same under Cygwin.

Have a nice DOS!
