If you are going to be selling this, I feel obligated to tell you that you
should be sure that you are meeting the licensing terms of all of the
stuff that you include on the CD.

In general, if you include all of the sources on your CD you will be ok.
Otherwise, please inspect the GPL very carefully.

Btw, if you are asking if someone will perform changes for you so that
you can more easily use the setup for your CD then the answer is pretty
obvious.

As DJ has pointed out, you don't use Microsoft Visual C to compile any
of the tools provided with Cygwin.  The cinstall directory does have a
deprecated Makefile that was used to bootstrap early versions of setup.exe
but this hasn't been used in a while.  I've removed it from the CVS
repository.

You have to use the normal GNU method of running configure/make to build
setup.
