Are you actually running it under a "command" prompt or a "cmd" prompt?
Since "command.com" is a DOS emulator for NT, the InsufficientMemory Error
sounds like a problem that might occur in DOS emulation...
cmd (CMD.EXE) is a NT native app.
Just some thoughts...
