I use MinGW quite a bit myself (along with Cygwin, Borland C++ 5 and VC++
6).  I just assumed that someone new to programming would want the ease of
an IDE that's easy to install (maybe an erroneous assumption).  MinGW comes
with some of the IDEs listed at http://www.winfiles.com so I didn't really
leave it out.
