Subject: Unable to build cygwin from cvs sources

I've downloaded the sources to cygwin using cvs and followed the
instructions on http://sourceware.cygnus.com/cygwin/cvs.html but
that causes the following error message to eventually appear.  I'm
using cygwin 1.1.2 with w95.

--with
-newlib --enable-multilib --with-target-subdir=i586-pc-cygwin 
--cache-file=../..

configure: error: can not find install-sh or install.sh in . ./.. ./../..
configure: error: ./configure failed for cygwin
