I've been fiddling around with this and now I'm more confused than
ever. I've run the openssl install several times, and it always does
the same thing: reports success, but doesn't put the include files
anywhere.

So I tried manually copying the the include/openssl directory into
one of the places you listed (and checked the openssh/configure to
make sure the list was right). I tried it in /usr/include and
/usr/local/include, and both times openssh/configure claimed it
couldn't find it.

So I now have three mysteries:
(1) Why didn't openssl/Configure put the files where it was supposed
to?
(2) Why didn't openssh/configure find the files even after I put them
there myself?
(3) How come I'm getting all these problems when everyone else has it
build just fine out of the box?

My Cygwin installation is straight bog standard net release 1.1.1, not
customised or modified in any way apart from manually adding mount
points for drive partitions (/c == C:\ etc) and installing the perl 5
package required for openssl. Operating system is NT 4 sp 6a.

Does anybody have any ideas at all? This is driving me crazy.

I'll append the output of cygcheck -s -v to this in case it's any
help.
