Hello, sadly the contained version 3.77 of GNU make in Cygwin has a nasty bug including other make files. Version 3.79 available at www.gnu.org will build OOTB if the drive is mounted in textmode (otherwise the configure script fails ?!?) and the #define for the Cygwin version in config.h.W32 was set (as described in the README). Unfortunately calling setup will overwrite the newer version again (no, no, I won't blame it). How is the process for a replacement in the Cygwin distribution to get the new GNU make version ?
