The date doesn't matter.  If you see the file
cygwin/cygwin-1.1.1.tar.gz, you have cygwin DLL version 1.1.1.  When
the 1.1.2 DLL is released, you'll see cygwin-1.1.2.tar.gz.

If what you're asking is "how do we know when stuff is updated" then
you watch the mailing list; either this one or cygwin-announce, and
mail (such as the one you are replying to) is sent telling about
updates.
