In the "latest" distribution of cygwin, I got:

     install-info: warning: no info dir entry in `gzip.info',

so, something like:
INFO-DIR-SECTION Miscellaneous
START-INFO-DIR-ENTRY
* gzip: (gzip.info).             The GNU gzip command for compressing files.
END-INFO-DIR-ENTRY

is needed for the gzip.info file.
