Yup.  Just download all the .tar.gz files you want, and bootstrap.zip.
Unzipping bootstrap.zip gives you temporary copies of the few files
you need to unpack the tar.gz files.  Then use mount to setup your
mount table, and write your own cygwin.bat shortcut.
