Are you doing this on vfat or ntfs? Vfat doesn't allow hard links (it's
physically possible but considered an error). But the error I got on Linux was:

[root AT neofelis floppy]# mkdir aoeu
[root AT neofelis floppy]# ln aoeu snth
ln: aoeu: hard link not allowed for directory
[root AT neofelis floppy]#
