I've discovered that if I add a new Environment Variable via the System application of the Control Panel and I have a shortcut to an executable the process does _not_ contain the newly created variable. If I start the process by hand it _does_ contain the newly created variable. The solution: 1) Reboot. 2) Cause the shortcut to be modified. When the shortcut is updated the newly created variable will be contained.
