settimeofday is in both of these lines:
chroot, mknod, settimeofday, and vhangup always return -1 and sets errno
to ENOSYS.

seteuid, setegid, and settimeofday always return 0 and sets errno to
ENOSYS.

unrelated question:
Looks like struct timezone doesn't get defined if the winsock headers
have already been included. Is that on purpose? I think it would get
defined anyway in B20.1.
