The GPL doesn't require that the software be available to everyone.

The GPL does require that *if* someone gets the software, they get (or
can get) the sources for that software also.

So, if the web page is broken and you can't get either the sources or
the binaries, that's OK (as far as the GPL is concerned, at least).
But, if the web page is broken and you can get the binaries but not
the sources, that's bad.
