So does vim/gvim.  Vim is the console mode program, gvim is the GUI version
complete with a menu to let you select the options.  It also does color syntax
highlighting based on the type of source with over 120 different types of
source syntax files.  I can have a dark background or a light background and
vim will use light or dark colors for the foreground based on the background
setting.  It offers many more features that are too numerous to mention here.
