Subject:	[ANN] cygipc 1.04 released

IPC for Cygwin version 1.04 is now available at
http://cygutils.netpedia.net/.  This release includes
changes from David Hovak and Eric Fifer, as posted on this
list.

* corrects the behavior of the original version, which used
some variables unitialized
* moves a private structure definition from the public
include/sys/sem.h into a private header

I haven't really tested this, but ipc-daemon.exe runs
without dumping core, so that's something. :-P
