My environment is
  Windows 98
  cygwin b20.1
  cygwin-inst-20000113.tar.gz
  gcc-2.95.2-cygb20.tar.gz
  gcc-2.95.2-dev-ss.tar.gz
  binutils-2.9.4-cygb20.tar.gz
  all mounts are binary


In trying to use mingw32 (gcc -mno-cygwin) to compile XEmacs, I ran into
the following behaviour with bash.

If I use 'bash' as 'sh' it fails to run the configure script with an error of

  "./configure: cannot create temp file for here document: Permission denied"
