Didn't I just download that? Yes, the full.exe is the b20.1 installer. Ignore the stuff about upgrading from b20 if you're starting from scratch. If you upgrade the cygwin1.dll, you simply do it with basic Windows tools, while it is not running, either from DOS/CMD prompt or with the Explorer.
