My opinion is that MAKE_MODE=WIN32 should behave the same as if it were built
natively.  Rob Tulloh <rob_tulloh AT dev DOT tivoli DOT com>, the make package maintainer,
has commented on this list before looking for specifics to Win32 native builds.
 Curiously, what version of make are we talking about?
