(Reposting to the original thread so that the solution appears with the
problem, in the archives)

Charles McKnight and Corinna Vinschen both pointed out that NT4 Service
Pack 6 has problems when a user without local Administrator rights
attempts a TCP port connection. The solution is to apply the patch to
SP6, or the full SP6a service pack.

Once I did that, X apps worked fine.
